Buhari Administration 2nd Year Achievements In The Housing Sector

The Housing sector’s mandate of establishing a sustainable and adequate housing delivery system that will ensure easy access to home ownership to Nigerians both in urban and rural areas has been well articulated by this administration in the last two years.

  1. In the year under review, the achievement of the present administration in the Housing Sector was evident by its initiatives and accomplishments as follows:
  2. Increase in the budgetary appropriation for capital expenditure from N1.66billion in 2015 to N71.5billion in 2016.
  3. The use of the 2016 budget as proof of concept; while 2017 and beyond would be used to improve capacity and encourage more private sector involvement in housing delivery.
  • Development of the National Housing Design for the new housing construction to drive employment for skilled and unskilled labour (builders, artisans, welders, plumber brick-layers etc.)
  1. Commencement of the National Housing Programme: This Short Term Intervention Strategies will directly add at least 1060 housing blocks of various house types, totalling 2736 Mix Housing Units to the National Housing stock.
  2. A total of 542 local contractors have been empowered nationwide.
  3. At least 13,680 direct jobs and 41,040 indirect jobs are expected to be created nationwide.
  • Completion and Furnishing of Federal Secretariat, Gombe.
  • The construction of Mausoleum and Conference Centre For Rt. Hon. Nnamdi Azikiwe, at Onitsha which has been reactivated with payment of all outstanding certificates to the contractor, work have advance beyond 70% (Advanced work on the Federal Secretariats under construction in Gombe, Awka, Osogbo, Lafia and Gusau.
  1. Contract execution of Projects under Public Private Partnership (PPP), like Uyo, Calabar, Ilorin, Osogbo and Enugu.
  2. Provision of roads, drains, and culverts at Site and Services schemes in Kano,FCT, Sokoto, Makurdi, and Enugu.
  3. Rehabilitation/ Maintenance of Fire prevention and Fighting systems in FG Secretariats at Ibadan, Imo and Kano.
  • Rehabilitation of estate roads nationwide including FCT(Karu)
  • Commencement of urban renewal contracts for the construction of road and drains at (a) Ohanku Road-Aba, Abia State and(b) Namso Street- Kaduna, Kaduna State.
  • Commencement of urban renewal contracts for the provision of Solar Powered Street Lights at Ohanku Road, Aba, Abia State and Namso Street, Kaduna, Kaduna State.
  1. Commencement of urban renewal contracts for the provision of Solar Powered Borehole at Ohanku Road, Aba; Namso Street, Kaduna; Erusu-Akoko, Ondo State and FMPW&H Headquarters, Mabushi Abuja
  • Control and monitoring of physical development on FG Estates and lands, including highway corridors was sustained across the nation.
  • Layout Plans were prepared for all National Housing Programme (NHP) Sites across 36 States & FCT as town planning contribution into the New NHP.
  • Hosted the African Regional Conference for Habitat III in Abuja in February, 2016
  • Facilitated the adoption of a Common African Position on Habitat III, the elements of which were incorporated in the Global Agenda finally endorsed at Habitat III Conference in Equador.
  1. Hosted 35th AGM/ Symposium of Shelter Afrique-SA in May/June, 2016. Nigeria, represented by HM, assumed Chairmanship of the Bureau of 35th AGM of SA.
  • Capacity of more than 50 participants was enhanced in collection, manipulation and management of information for human settlements planning.
  • Upgrading of Building Crafts Training School, Harvey Road and Onikan, Lagos.
  • Trained 200 craftsmen and Artisans to enhance job creation and eradicate poverty (e.g. Bricklayers, Carpenters, Tailors, Electricians, Painters)
  • Rehabilitation of 10 field Offices in the 10 States of the Federation
  • Provided approximately 2000 in-direct job across the 10 implementing States (Building material suppliers, food vendors, etc).
  • On-going Construction of 60 room Hostel block for Artisans and Craftsmen at Onikan-Lagos.
  • The National Housing Programme is on-going in Thirty-Three (33) States of the Federation and FCT at different levels of completion.
  • Comprehensive Database management System that will capture records of federal Government landed assets nationwide is at a very advanced stage of establishment.
  • Outstanding Compensation on lands acquired for the Housing purpose in Bayelsa, and Cross River States are being processed for payment thereby vesting lands in the Federal Government.
  • Formulation of the National Land Policy was boosted by the offer of GEMS3 a development partner to collaborate with the Ministry to review and promote the draft National Land Policy Document preparatory to validation by stakeholders.
  • Digitization of Land records and Federal Land Registry to facilitate online land registry transactions and ease of doing business effectively on land.
  • Valuation of properties for all purpose by direct labour thus saving the federal Government professional fees amounting to N5billion which is now used for infrastructures.
  • Establishment of Value Databank to facilitate valuation and administration and enhance land based revenue generation.
  • Cadastral and legal survey of Federal government lands
  • Procured cadastral survey equipment for efficient land titling and land registration.
  • Procured Title deed plans preparation to facilitate the issuance of certificate of occupancy photographic and GIS laboratory materials.
  • Active participation in the Federal government mass housing programme.
  • Completion of Provision of infrastructure (drainage/erosion control) at developer finance initiative site Nkwubor, Enugu state.
  • Completion of Provision of infrastructure (Road & Drainage) for Social Housing AkwaIbom.
